I don't know
about the cheapest webhosting around but the general
rule of thumbs I hold on to is 'good stuffs don't come
cheap'. One should be looking for the support services
rather than the prices because the 'cost' of bad service
is much more 'expensive' than the savings you made from
the yearly fee.
I personally would suggest EQHost.com because
of their proven round-the-clock support.
